Born on 12 September 1931 in Alma-Ata (Kazakhstan). In his childhood lived in Turkmenia and Uzbekistan. Secondary education completed in Baku (Azerbaijan). |

Graduated from the Moscow Institute of People's Economy named after G.V. Plekhanov (1954).
Worked in this Institute till 1956 and then in the Moscow Institute of Economics and Statistics |

where he started from an assistant, in 1960 was appointed as a head of Department and in 1966 got a Doctor's degree and was appointed as the Rector. |

In 1961/1962 academic year he completed a doctoral fellowship at the University of Michigan, USA.
He is the author of numerous scientific works (of which more than 20 books and manuals) on metainformation, algorithmization and data processing in economics. |

Creator of economics-oriented algorithmic languages. Leader of developments of a number of implemented automated information systems (in particular, system of taking entrance examinations "Abiturient") and first statistical data banks in the country. More than 30 of his post-graduate students got scientific degrees. Professor of the Academy of People's Economy under the Council of Ministers of the USSR (1978-1985). |

He gave much attention to the improvement of organization and methodology of state statistics, development of its international relations, improvement of comparability and transparency. |
